Mayor      City Council       Commissioners

The Mayor is the presiding officer of the City Council. As presiding officer, the Mayor calls Council meetings to order, announces the order of business as detailed on the agenda, states motions, calls for a vote and announces the results, facilitates and monitors discussions, maintains order, and enforces the Council's rules and parliamentary procedures. The Mayor does not possess any power of veto. When the Mayor is absent at any meeting, the Vice Mayor shall serve as Mayor. When the Mayor and Vice Mayor are absent at any meeting of the Council, the next most senior member of the Council as determined by years of service on the Council or, if equal, by the number of votes received in the municipal election in which they were elected shall serve as Mayor.

The Mayor is also recognized as the official head of the City for all ceremonial purposes and represents the City in matters of public relations. The Vice Mayor stands in for the Mayor when necessary and has authorization to sign resolutions and ordinances in the Mayor’s absence.

The Mayor also appoints the Commissionerships to the Councilmembers. In addition to his or her City Council duties, each Councilmember also has Commissioner responsibilities and is assigned to serve on one or more City Commissions: Public Works (streets); Pier; Administration; Public Safety; and Utilities. During recent years the Mayor has served as the Administrative Commissioner, to consult and coordinate with the City Clerk/Administrator in the development of agendas for meetings of the City Council. The scope of such review focuses on the timing of business items and the volume of business which can be considered at any one meeting

Councilmembers serve in these positions to create a linkage between the City Council and City departments. By occasionally taking on functional responsibilities and by interacting with their departments and staff, Councilmembers are able to relay issues and opportunities to the Council as a body. There is no day-to-day supervision of City Staff by Commissioners. Generally, each Commissioner works with the supervisor in each department to accomplish budget preparation in his or her area. Personnel administration, coaching and counseling, and annual performance evaluations are handled by the Council as a body.
